OLT V2.4.05 new feature:
1.add description for ge port and pon port
2.backup system log to the special server automatically
3.config sla(speed limitation) in the onu template
4.config filtering the bpdu packets of rstp for the onu port from the olt and config this feature on the onu template
5.config storm-control and threshold on the ONU template
6.config optical power alarm feature and threshold on the onu template(support ctc 2.1 and ctc 3.0)
7.config onu management ip on the onu template
8.OLT time config by snmp

OLT V2.4.05 Fixed issue:
1.offline ONU information is still there after OLT was reset to default
2.need to show port attribute to make the uplink optical port up
3.offline ONU is still there after delete the offline ONU and reboot the OLT
